The first step is to get the template to the size you want the runner to be.  I went to an office supply store and asked them to print out the template to be 14" wide at the ghost's arm reach.

I received six sheets which needed to be taped together to form the full size template. The cost was $1.60.
Trace the template onto the fusible webbing sheet.

Iron the fusible webbing to the white felt. Be sure to follow the instructions and get a good adhesion of the webbing.
Trim out the ghost including the eyes and mouth.
Square up the edges of the black felt and cut it to the length you want the runner to be. Mine is 48".
Peel off the paper backing from the fusible webbing. Be careful to get all the paper removed, especially around the eyes and mouth.
Place the ghost at the end of the black felt and iron in place.

Trim the black felt to match the ghost profile up to the arms. Follow the same procedure for the other end up to this point.Place a straight edge between the arms of the ghosts and trim the black felt.
sew around the ghost  on each side.
